RESOLUTION #2007-08 #3

 

Supporting - Expanded Utilization of Paine Field to Include Commercial Air Service

 

WHEREAS:  Paine Field Airport, established in 1938, is a significant asset in Snohomish County and throughout the years has served as a major role in a broad range of national, regional, and Snohomish County activities; and

 

WHEREAS:  Paine Field has provided a tremendous resource to our nation, region, and Snohomish County through its prior service as an Air Force Base and currently for its ongoing uses including general aviation, airport industrial purposes for the Everett Boeing Company’s utilization of Paine Field for maintenance and overhaul services; and

 

WHEREAS:  Paine Field was conveyed to Snohomish County by the United States Government”, and “…to be used for public airport purposes for the use and benefit of the public, in reasonable terms and without unjust discrimination and without grant or exercise of any exclusive right…”; and

 

WHEREAS:  The potential of Paine Field and the Snohomish County Airport continue to be recognized as a future efficient and safe air transportation facility for Snohomish County and the general Puget Sound Region, and that enhanced aviation opportunities such as Commercial Air Service has received considerable support throughout the last several years by a number of parties including Snohomish county Officials, Everett Chamber of Commerce, Economic Development Council, and past groups such as the Snohomish County CEO Roundtable and the Airport Commission; and

 

WHEREAS:  the Snohomish County Airport Commission, no longer an appointed entity, dedicated substantial time and study regarding the future role for Paine Field and in a 1988 resolution stated, “Whereas, the Snohomish County Airport Commission believes that Snohomish County, the incorporated communities surrounding Paine Field, and other responsible planning authorities should recognize that Paine Field is a valuable public asset and is critically important to a strong economic climate which meets the economic necessities of the population as a “whole”, and also, “Whereas, the Snohomish County Airport Commission strongly believes that air transportation is essential to the economic health of Snohomish County; and

 

WHEREAS:  The Economic Development Council of Snohomish County in Resolution No. 88-04 resolved that the Economic Development Council of Snohomish County recommends an expanded role for the Snohomish County Airport (Paine Filed), to accommodate regularly scheduled air carrier activities and air cargo activities within the constraints of the noise level established in the Airport’s FAR Part 150 Noise Study; and

 

WHEREAS:  Today in 2005, the same beliefs are as relevant as in the past, and economic growth, economic vitality and development, employment and jobs, efficient transportation, and cost effective and timely delivery of goods and materials are directly enhanced with public purpose air travel; and

 

WHEREAS: Successful and ongoing leadership has been provided by the Snohomish County Executive on economic growth initiatives, and additional support should be provided to the Executive to fulfill future economic opportunities, including commercial aviation; and

 

WHEREAS:  Snohomish County must continue to position itself to weather future economic downturns and to protect against the loss of jobs, reduced business sales and the loss of expansion and new business opportunities.

 

NOW THEREFORE BE IT RESOLVED, that the Greater Marysville Tulalip Chamber of Commerce recommends the following to the Snohomish County Executive and Snohomish County Council:

 

 

 

  • Snohomish County Officials continue to demonstrate ongoing leadership and support for economic growth initiatives.  Further, to enhance the quality of life, with a focus on meeting the needs for our businesses and citizens by avoiding any further delays in proceeding to provide for enhanced commercial air service at Paine Field.

 

  • This matter receive the highest priority with regards to economic development by the County’s elected officials and that timely direction be provided to Snohomish County and Airport management staff to develop a strategic plan to include Boeing Company interests, FAA applications and requirements, financial alternatives, agency approvals, and a critical path project schedule to meet the purposes expressed within this resolution.
