RESOLUTION #2007-08 #2

 

Supporting - Tulalip Tribes Right to State Collection and Administration of

Sales and Use Taxes Imposed by the Tribal Municipality of Quil Ceda Village

 

WHEREAS: The Greater Marysville Tulalip Chamber of Commerce serves as “THE Voice and Resource for Business,” dedicated to advancing the needs of the greater Marysville Tulalip area business communities; and

 

WHEREAS: A strong infrastructure provides the base for all current and future economic development efforts; and

 

WHEREAS: The lack of adequate infrastructure can and does stop all forward momentum for a business community’s growth; and

 

WHEREAS: The Quil Ceda Village Business Park has become a catalyst for our area’s economic development growth producing, in 2005 alone, 1,000 new jobs and a projected $17 to $22 million in new state revenue and five to seven million dollars in new county revenue as well as drawing hundreds of new businesses and jobs to surrounding jurisdictions;

 

WHEREAS:  Tribal inter-local agreements for transit, law enforcement and fire protection, have also added to the dramatic benefits being received by local jurisdictions;

 

WHEREAS: The phenomenal economic growth being enjoyed in the greater Marysville Tulalip area will be compromised without expanded infrastructure funding to support this growth; and

 

WHEREAS: Washington state’s sales tax serves as the primary infrastructure revenue resource for local municipalities, and county and state governments infrastructure funding needs; and

 

WHEREAS: Quil Ceda Village is a federally recognized municipality with the accompanying rights to collect a municipalities share of a sales tax to fund its infrastructure needs; and

 

WHEREAS: Quil Ceda Village .086% municipal share of state sales tax will give the State of Washington oversight over Indian tribal taxation that the state would not otherwise have; will require that the Tribe conform to state standards for its tax ordinances as well as auditing and reporting standards; will ensure uniformity for all local tax collectors and payers; and will assure continued economic development and job creation for Tulalip and its surrounding communities; and

 

WHEREAS: Quil Ceda Village .086% municipal share of state sales tax will not cost the State of Washington a single cent; will  not authorize or impose any new tax of any type; will not change the rate of taxation; and will not authorize ANY type of tax on non-Indian lands; and

 

WHEREAS: The Quil Ceda Village .086% municipal share of state sales tax will expedite business growth and development for business communities on both sides of I-5.

 

NOW THEREFORE BE IT RESOLVED, for these reasons, The Greater Marysville Tulalip Chamber of Commerce Board of Directors supports The Tulalip Tribes right to collect a .086% municipal share of the state sales tax generated by its Quil Ceda Village business park.
